No, Uganda has not agreed to the 1961 Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents. 
Even though Uganda has not agreed to this Uganda company registry search documents will often still require an Apostille certificate but will then also require further legalisation or attestation via their embassy. 

What is the language(s) of the Uganda Company Registry?
