Can you order a Vietnam Apostille Certificate? 

No, Vietnam has not agreed to the 1961 Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents. 
Even though Vietnam has not agreed to this Vietnam company registry search documents will often still require an Apostille certificate but will then also require further legalisation or attestation via their embassy.
